France approves controversial 'three strikes law'
France's lower house has today approved the extremely controversial "three-strikes" law for Internet pirates, giving authorities the power to disconnect multiple time offenders from the Internet completely.

The media industry has been behind the bill in the UK, France and other nations for some time now, but strong criticism, from groups who claim the bill will threaten our civil liberties, has kept it as just a bill for over a year now.



The French Culture Ministry has said they expect about 1000 French Internet users to be kicked offline, every day, if the bill becomes law. Besides being disconnected, pirates also face a fine as high as euro 300,000 (about $440,000 USD).

Unknowing parents whose kids use the family computer to download unauthorized content are also subject to the law, which will have the family's Internet cut off for a month along with a euro 3,750 fine.

The National Assembly voted to pass the bill with a final tally of 285-225 in favor.

Culture Minister Frederic Mitterrand added: "Artists will remember that we at last had the courage to break with the laissez-faire approach and protect their rights from people who want to turn the net into their libertarian utopia."

Enforcement of the law still remains utterly questionable, with lawmakers and the media industry still working out the methods.

Maybe it's just me, but I don't see how they can expect us to purchase the music legally, if 1000 possible customers are kicked off the Internet everyday.

    I just want to know what contengency plans are in place to protect their ISPs? After all, 1000 users kicked off line every day, who is gonna take the most hit?

    A) Public
    B) Music Industry
    C) ISP

    =The public? No. The Record Companies, no they already took the hit, and chances are even if they kick people off line they still ain't gonna buy the music. How about the ISPs?

    For those that picked choice 3, you are a winner; with 1000 consumers being kicked off, they are paying the gov't fines not the ISPs who will lose thousands if not hundred of thousands per year by this law. If that happens, how are they gonna keep the communication lines open? This would be the down fall of ISPs in their area and eventually the gov't is going to have to face a decision, keep the law or keep the net.

    Thank you Creaky, I should have pointed to the rules that specifically state no political discussions, but would have thought most members had read that by now. Half the comments were about Obama or the "NWO", neither of which is mentioned once in the article.

    Sometimes guests are abused because the powers that be on the site are grade A arse holes tho I can only recall 2 sites to be that pissy out of all the ones I have drooled upon.

    How exactly can a site say no political comments when the story is a politically based story? Most any response to a political based story is going to have a politically based opinionated answer. Lastly if no political comments are allowed then I would imagine a response from a staff member giving a political opinion (stating NWO conspiracy bullshit) to back your reason that you will ban someone for political statements is rather hypocritical. I understand now going forward that political comments on a politically based story are not permissible under any circumstances unless of course you are a staff member. My mistake for misunderstanding the one sided rules. It won't happen again. Sorry.

    It IS a conspiracy theory, just like the "truthers," just like faked Moon landing, and thousands of others. Not everything has a giant backstory. This article can be taken at face value. The media companies, backed by big dollars, refuse to address the fact that their business model of the 80s and 90s is no longer relevant and they will continue to blame piracy for their falling revenues. It's an older generation of executives who most likely go home and pirate music from artists on other labels as well. I fail to see why this issue has to be part of a larger "NWO" scandal.

    Who will be hurt by this new bill? A member already posted it, it will be the labels and the ISPs. How hard will it hit the ISPs bottom line when 1000 of their subscribers are kicked off every day. I'd say in two months, the effect would be VERY real. As for the labels, how many "pirates" are going to come back online after being disconnected and say "Sure! I want to buy music legally now!" None.

    Once again, sorry to Creaky for posting after him, but my post is ON TOPIC.

    This is why we need clear hard lines in the sand to protect the masses from undue corporate influence in government and law.

    Just becuase wikipedia says that the NWO is a conspiracy theory does not make it so, in fact it cannot be called "A Theory" because there are about a million different versions from different times...many of which were proven to be correct later on. There were people in 1930's germany that had conspiracy theories about the Nazi party trying to take over the world...crazy theory?

    The fact is that many of these "theories" are later proven true, and that some of the current theories have hard evidence to back their claims. It's true that many of these theories are completely insane or lacking any evidence...but this is not the case for all of them. To simply say 'Bullshit' is a slap in the face of anyone who is capable of thinking for themselves...and it is also proof that you are not capable of thinking for yourself.

    The story here clearly states that the french government has created a new law to benifit corporations, while hindering the populous, and likely getting many false-positive convictions for that populous. It also states a quote from the Culture Minister of France where he states that he wants to prevent people from reaching "utopia"! If this isn't a political story, I don't know what is.

    Right on Zippy, you should check out Penn & Teller Season 7: Episode 3 from this year which is on Taxation without Representation as it covers how big business lobbies our politicians. The strongest companies are communications & entertainment industries in any major country so they tend to pull the strings of our puppet masters, the politicians who amend what was a good constitution. This is why we have the Millennium Act and it is against the law to backup our media or record certain programs on public TV amongst many other things.

    One problem with what you say is that as long as we have lawyers as politicians there will never be hard lines in anything they do. Of course if it is against the little guy then there are always hard lines.

    Eventually I think the French will pass this bill as that is how things go. If it doesn’t pass the first time keep pounding and it will eventually pass. As an example not only do I have to wear a seat belt but after the politicians saying I’d never be fined or pulled over for not wearing one now I am, and it is a stiff fine. It took them a decade to do this but they kept on pounding until they got what they wanted. It won’t happen on this subject but people need to get there hair up and speak out as is happening with the US’s so called Health Care Reform plain. If you don’t get the masses against these issues they become law as the money gets its way. Unfortunately most people won’t get involved unless it impacts them directly at the moment.
