Belarus makes it illegal to visit foreign sites if you own a business
The U.S. Library of Congress has noted this week that the Republic of Belarus has now made it illegal for citizens to visit foreign websites.

Violating the law is considered a misdemeanor and you can be fined up to $125 for breaking it.



Reads the LoC's statement on the law, which goes into effect January 6th:

It appears that business requests from Belarus cannot be served over the Internet if the service provider is using online services located outside of the country. The tax authorities, together with the police and secret police, are authorized to initiate, investigate, and prosecute such violations.

Additionally, the Law states that the owners and administrators of Internet cafés or other places that offer access to the Internet might be found guilty of violating this Law and fined and their businesses might be closed if users of Internet services provided by these places are found visiting websites located outside of Belarus and if such behavior of the clients was not properly identified, recorded, and reported to the authorities. The Law states that this provision may apply to private individuals if they allow other persons to use their home computers for browsing the Internet.


More specifically, if you are a business owner in Belarus you can only use domestic domains for "providing online services, conducting sales, or exchanging email messages."

Concludes the LoC (via TNW):

Commentators believe that these measures will lead to outside websites blocking access from Belarus. For example, suppose someone in Belarus buys something from Amazon, which is not a Belarusian company and thus is not registered in Belarus. The transaction is illegal, and so the Belarusian Attorney General would send a note to Amazon informing it that it is violating national law and might be sued.

    So then 'we' should be thankful that PIPA & SOPA should go through and allow the US Government full authority to shutdown & shutout whomever they choose for whatever reason they choose with no authority; victimizing anyone that stands in their way. But it's OK, because they didn't charge you any money or hit you with a label like Misdemeanor or Felony?

    Enticing the politicians & lawmakers to have a loving lip lock with the ham hocks at the top of my legs is putting it as kindly as I can.

    What kind of reverse Sly-cology is this supposed to be congering up?

    i honestly have no idea where belarus is.ive never heard of it.I can understand them wanting to promote local businesses and service but this sounds to me like dictating not promoting.

    Belarus, country is south east immediately of Lithuania, immediately off of the Baltic sea.

    As for promoting local business, no... The US pundits would call this 'spin'. Real world people call it lying through your teeth as this kind of behavior see it as an iron fisted means of making money and isolationism.

    Other than being just another country mixed up with all the other countries of the defunct cold war era USSR, they're really nothing more than a really faded tattoo on the under creased drooped portion of our flabby ass.

    Without proper backing from anyone I really don't see them making much of a panic problem other than a dip in mail order brides.

    I believe that this might be an attempt to combat the horrendous abuse of children through kiddie porn proxy servers and the human trafficking that this country is notorious for facilitating due to their Governments supposed lack of concern with these issues. At least thats what I suspect and considering the obvious lack of full disclosure in the article you can bet there is more going on here then the writer intended to convey.

Isn't it their government that's stopping internet access? If the country wasn't interested in those activities you suggest, why would they do anything at all?
