Struggle over control of the Internet, scheduled for December
Who should control the Internet?

In December, a UN agency meeting will take place in Dubai, and the control of the Internet will be on the agenda. China, Russia and other nations have backed a move to take measures that effectively place the Internet under the authority of the International Telecommunications Union (ITU) - a U.N. agency that has acted as a standards setting body.



It is likely this proposal will be opposed by major Western nations. U.S. officials in particular argue that placing the Internet under UN control could undermine the freewheeling nature of cyberspace, which promotes open commerce and free expression. It could also, they argue, enable some states to crack down on dissidents and political opponents.

"The most likely outcome is a tie, and if that happens there won't be any dramatic changes, although that could change if the developing countries make a big push," said James Lewis, director of the Technology and Public Policy Program at the Washington-based Center for Strategic and International Studies.

"But there is a lot of discontent with how the Internet is governed and the US will have to deal with that at some point."

Public Knowledge opposed new rules, saying that they could have devastating consequences for some people.

"These proposals, from the Russian Federation and several Arab states, would for the first time explicitly embrace the concept that governments have a right to control online communications and disrupt Internet access services," Harold Feld of Public Knowledge, said.

"This would reverse the trend of the last few years increasingly finding that such actions violate fundamental human rights."

    While I am a freedom loving American here I don't believe we or anyone else should have total control of the internet. I also believe we have no place to dictate what other countries should do when relegating their own people. Our society believes we have the most freedom and the most open honest government ever... sure.

    However, if this were to be a stepping block to a global unified civilization I would be all for it. But there are a lot of stingy dogs out there, and they will do anything including torching their own lands to keep that bone.

    I say let Comcast control the internet. Look at the excellent job they've been doing so far. They would only have our best interests in mind and they would never gouge us or throttle our speed. Oh, look it's a unicorn!

    I think the answer is for "The Internet" to be declared a sovereign nation, and as such would consider any other nation or group of nations attempting to "gain control" of it as an act of war.

    You can have our Internet when you pry it from our cold dead hands!

The point was that the internet is a virtual structure that has no physical area in which to do anything. The most basic of which would be to become a citizen. So I ask the question again... how does one become a citizen of a non existent virtual country?

    To become a Citizen of the Internet, LOG INTO THE INTERNET.

    All thinking human beings are qualified and NO ONE is looking for CONTROL.
    There is no Pro-American agenda here... it's a rhetorical concept, not a movement to kick all non Americans off the web.
