Block

A block on an MPEG video stream is an 8x8 pixel matrix that can represent either luminance or chrominance samples, or the corresponding DCT coefficients. For DVD MPEG-2 video, there are luma and 2 chroma blocks per macroblock. Sometimes when dealing with low bitrates, you experiencing a video artifact called blocking, where the macroblocks become visible.
