Closed GOP stands for Closed Group Of Pictures. It applies to MPEG-2 encoding. MPEG-2 streams are separated into GOPs (group of pictures) no longer than 18 frames for NTSC or 15 for PAL. A Closed GOP setting means that frames from the current GOP cannot reference I frames (full frames) from the previous GOP.
